Department of Examinations, Punjab University is desirous of inviting consulting firms for data analysis, development, configuration, implementation and data migration services for developing Examination Management Information System (EMIS) for more than 300 different category examinations having different rules and regulations with an annual processing volume of 0.5 million candidates per year.
In order to improve access and quality, a computerized system is desired to be developed for recording, processing and declaration of results. The system will cater for entry, processing of all information, reports and records related to the Examination system. The Examination System has the following major sub-systems:
• Registration. • Document Archival.
• Commencement. • Document Movement (Diary).
• Conduct. • Fee verification with Banks where required.
• Results. • Web Enabled Data Entry.
• Secrecy. • Desktop Interfaces for internal processing.
• Degree Issuance/ Verification. • SMS based communication using PUSH and PULL model.
The software for the EMIS system will provide solutions and functionalities according to details and requirements that will be established in RFP, Tender and Agreement stages. The software solution for EMIS will include a web-based application as frontend and fully normalized relational database as backend. EMIS application will be open architecture based on international standards for unlimited users. The assignment will include design of the database and application, testing of the software through different phases of development, necessary customization and installation of the system at Examination Department, development of the System Documentation and User manuals, Training of staff in the PU, Reporting and technical support during the warranty period. Further details of the envisaged scope of work shall be made available in the Request for Proposal (RFP) package.
Interested firms should have :
Valid Tax Registration (NTN/GST) as on date of submission.
Affidavits of not being under a declaration of ineligibility for corrupt and fraudulent practices issued by Gov ernment concerned and non-involvement in any litigation.
Valid Government Registration Certificates. (e.g. PSEB registration)
Quality Assurance Certifications. (e.g. ISO 9001)
Should be a profit making during last three financial years.
03 years experience in developing and implementing Information Systems and Enterprise solutions; experience in implementation of educational systems will be an added advantage.
03 years experience in system analysis design of databases and development of software, particularly web-based applications using various software platforms.
03 years experience in technical writing and design of system documentation and user manuals.
All interested consulting firms are requested to submit an EOI showcasing their expertise to undertake the assignment along with proven track record of successful undertakings of a similar nature as envisaged above.
Interested parties are advised to submit their EOIs not later than 12th March 2015 with a non-refundable processing fee of Rs. 500/= in the form of a pay order or bank draft payable to Treasurer, University of the Punjab.
RFP packages inviting technical and financial proposals would only be issued to those interested parties who fulfil above criteria and submit their EOIs along with the requisite processing fee.
