Dr. Kashif Rathore is a Professor of Administrative Sciences and the current Director of the Institute of Administrative Sciences (IAS) at the University of the Punjab, Lahore, a position he has held since March, 2024. He earned his PhD in the area of Leadership & Participatory Development from the University of Birmingham, United Kingdom in 2013, where he also assisted postgraduate teaching. He holds an MPA (Master in Public Administration) from the University of the Punjab (1992) and a B.Sc. from the same university (1990). Dr. Rathore has been associated with the Institute of Administrative Sciences, University of the Punjab, for almost three decades. He began his academic career as a Lecturer in 1997, was promoted to Assistant Professor in 2004, and became a Professor in 2022. He has been an HEC Approved PhD Supervisor since December 2019. His teaching portfolio spans graduate and undergraduate courses including Organization Change & Management, Leadership Theory & Practice, Organizational Behavior & Design, Human Resource Management, Comparative Public Administration, Research Design & Methods, Innovation in Public Administration, and Government and Society in Pakistan, among others. Beyond his teaching and research roles, Dr. Rathore has held several key administrative positions at the University of the Punjab. He served as Director of the Human Resource Development Center (May 2022 – March 2024), In-charge of the same center (March 2021 – May 2022), In-charge of the Institute of Administrative Sciences (July 2019 – December 2020), Evening Programs In-charge (March 2014 – July 2019), and earlier Superintendence roles at University Halls of Residence. He has also served on a variety of academic and administrative committees/councils at University of the Punjab. Dr. Rathore has made significant contributions to peer reviewed academic publishing. He has served as Editor-in-Chief of the Governance and Management Review Journal (July 2019 – March 2021, and again from March 2024 to date) published by IAS, University of the Punjab, and as a reviewer for the Journal of Management and Research published by University of Management and Technology, Lahore. His research publications are extensive, with 40 journal articles published in reputable national and international journals. His recent work has appeared in the European Business Review, PLoS ONE, Cogent Business & Management, SAGE Open, Pakistan Journal of Commerce and Social Sciences (PJCSS), South Asian Journal of Human Resources Management, and Management Research Review, among others. His research interests include leadership (transformational, entrepreneurial, adaptive, and level-5 leadership, etc), public/citizen participation, workforce diversity, public sector performance, knowledge sharing, entrepreneurial competencies, local Governance and Local Government Reform, Innovation and Technology/AI in Public Sector and governance and civil service reform in Pakistan. He has co-authored studies on topics ranging from SME performance and psychological capital at work to the evolution of local governance in Pakistan and the impact of China-Pakistan Economic Corridor (CPEC) from a human resource development perspective. Dr. Rathore has supervised or co-supervised numerous MPhil and PhD theses. He has guided ten PhD scholars (five completed, three awaiting final viva, three in write-up stage) and has successfully supervised over 40 MPhil and MS theses covering diverse topics such as women in leadership, workforce diversity, local government reform, organizational change, innovation, leadership styles, work-life balance, performance appraisal systems, and AI & technology implementation in public and private sector organizations. Dr Rathore has contributed to policy formulation dialogue on Civil Service Reform in Pakistan (as a member of Working Group in the area of recruitment, training, institutional restructuring, improving compensation, and performance management constituted by Federal Government’s Committee on Civil Service Reforms in 2024) and Local Government Reform (as a part of project team constituted for PHEC's project on Local Government Reform in 2026). He has presented papers at various international and national conferences, including the South Asian Network for Public Administration (SANPA)-IAS International Conference at Lahore, Pakistan (2025), Scientia Academia International Conference (Malaysia, 2020), International Conference on Contemporary Issues in Management & Administrative Sciences (Lahore, 2019), International Conference on Emerging Trends in Engineering, Management, and Sciences (Gilgit, 2018), and multiple international conferences on governance and management organized by the Institute of Administrative Sciences, University of the Punjab. He has also participated in professional development workshops, including a Case Teaching Workshop at LUMS (2003) and a Project Management workshop at the University of Birmingham, UK (2009). In addition to his academic roles, Dr. Rathore has contributed to curriculum development for the Virtual University of Lahore (BS Public Administration) and for the University of the Punjab for various degree programs including BS Management, MPhil Management, MPA, MS Health Administration, MS Human Resources, and PhD in Administrative Sciences (Management). He has served on Boards of Study and Faculty at the University of the Punjab, University of Management and Technology (UMT), and Virtual University (VU). He has also served as a Subject Expert on faculty selection boards for GC University Faisalabad, University of Engineering and Technology (UET) Lahore, and the Punjab Public Service Commission (PPSC). He has been a member of the Best Research Papers Award Committee of the Punjab Higher Education Commission (PHEC) and served on a committee assessing the charter application of Akhuwat Institute, Kasur (2025). He has also served on a Working Group on Civil Service Reform constituted by Federal Ministry for Planning, Development & Special Initiatives (2025). Dr. Rathore is fluent in English, Urdu, and Punjabi languages, with excellent reading, writing, and speaking proficiency in English and Urdu, and good reading, fair writing, and excellent speaking proficiency in Punjabi. |
