Functions of QEC
The functions of QEC are:
1.
Promoting public confidence that the quality and standards of the award of degrees are enhanced and safeguarded through implementation of HEC (QA) Polices and criteria’s for Plagiarism Policy, Faculty Appointment Criteria and Minimum admission criteria of MS/M.Phil. and Ph.D. Programs
2.
Reviewing the quality standards of university programs through Self-Assessment of its Academic Programs.
3.
Improving the quality of teaching and learning in each subject area by monitoring the performance of university faculty members through Teacher and Course Evaluation each fall/spring semester.
4.
Reviewing academic affiliations with other institutions in terms of effective management of standards and quality of programs by Contributions and Participations in Academic Quality Assurance activities at National & International Level.
5.
Developing program specifications including knowledge, understanding and skill through periodic Review & Revision of existing curriculums.
6.
Ensuring that the university's quality assurance procedures are designed to improve and maintain the quality of higher education by conducting Institutional Performance Evaluation (IPE).
7.
Developing qualifications framework by setting out the attributes and abilities that can be expected from the holder of a qualification i.e. 1 ½ or 2 years Bachelors, 4 years Bachelors, 2 years’ Master, 2 years’ M.Phil. and 3 years’ Doctoral etc.

a) Self-Assessment

QEC at PU conducts assessment of its academic programs following Self-Assessment Manual provided by HEC.The process of Self-Assessment of Academic Programs is carried out by following the below two steps:
Step-01 is about Preparation of Self-Assessment Report (SAR) by Program Teams (PTs) which involves:
1.
Selection of Programs for Self-Assessment
2.
Selection and Notification of Program Teams(PTs) by Worthy Vice Chancellor
3.
Training of PTs for the preparation of Self-Assessment Report (SAR) by QEC
4.
Provision of SAR related documents to PTs by QEC
5.
Submission of SAR to QEC by PT
6.
Review of SAR by QEC
7.
Final submission of SAR to QEC through concerned Chairperson / Director / Principal
Step-02 is about submission of AT findings, Executive Summary and Implementation Plans prepared by the Assessment Teams, QEC and Chairperson / Director / Principal of the concerned Department / Institute / Centre / College.

3.
Visit of Assessment Teams to the concerned Department/Institute/Centre/College

Submission of AT findings according to HEC format to QEC

Submission of Executive Summary to Worthy Vice Chancellor by QEC
7.
Submission of Implementation Plan by concerned Chairperson/Director/Principal to QEC
8.
Follow up the Implementation Plan by QEC
Job Description of Program Team
QEC at PU defines following Job Description of its Program Team Members:
    • To attend the SAR meetings as and when required.
    • To ensure that Self-Assessment Mechanism is being implemented as per given guidelines.
    • To collect and document all the information required to fulfill the prescribed standards under each criterion.
    • To provide justification for each standard if it is not applicable.
    • To prepare drafts of the SAR on the given dead line and send them to QEC for timely feedback.
    • To keep the record of all the supporting documents addressing various standards of the SAR.
    • To circulate all the applicable feedback forms to the target stakeholders and include the analysis of the same in the SAR.
    • To communicate with the management on the effectiveness and suitability of the SA mechanism.
    • To coordinate with other departments and faculty members as and when required for the completion of the SAR.
Job Description of Assessment Team
QEC at PU defines following Job Description of its Assessment Team members:
    • To review SAR report as per guidelines provided by QEC and mark areas for further review.
    • To visit department with QEC members and verify the contents of SAR.
    • To attend meetings on the findings of visits and sharing of experiences.
    • To draft a report on the prescribed format on the findings of the visits.

b) Teacher & Course Evaluation

The QEC at the University of the Punjab is a vibrant place. The team engages in progress reviews, liaising with local and international bodies for collaboration, program reviews and assessment, compliance with HEC guidelines, workshops, accreditations and a lot more.The cell works in close coordination with all stakeholders and departments at the University. The department also conducts faculty and students' surveys/evaluations to further enhance and review our quality standards and continuously improve at all levels. The purpose of these evaluations is to improve student learning & bring excellence in teaching skills of our teachers. It provides QEC with specific and reasonable plans for improvement of teachers’ performance if the performance of the teacher requires improvement.

c) Accreditation

In order to maintain general standards of quality, QEC is enforcing its departments to get accreditation of all the applicable academic programs from relevant accreditation councils. A brief description of these councils is as under:
National Business Education Accreditation Council (NBEAC)
The purpose of NBEAC is to assure quality in Business Administration/Public Administration/Management Sciences degree programs according to the proposed accreditation in educational institutions. It requires a program to meet certain defined standards or criteria.

National Computing Education Accreditation Council (NCEAC)
The Higher Education Commission has set up an accreditation authority, National Computing Education Accreditation Council (NCEAC). NCEAC will look after the matter regarding the accreditation of institutions and their departments, faculties and disciplines by giving them appropriate ratings and define the organization's objectives, functions and duties to be performed.

Pakistan Council of Architects and Town Planners (PCATP)
The Pakistan Council of Architects and Town Planners Ordinance 1983 was promulgated with a view to give recognition and protection to the profession of architecture and town planning in Pakistan. The PCATP is authorized to perform all functions and to take steps connected with or ancillary to all aspects of the two professions including laying down standards of conduct, safeguarding interests of its members, assisting the Government and national institutions in solving national problems relating to the professions, promotion of reforms in the professions, promotion of education of these professions, reviewing and advising the Government in the matter of architecture and town planning education,etc.

Pakistan Engineering Council (PEC)
Pakistan Engineering Council (PEC) has accredited UMT’s engineering programs.The Pakistan Engineering Council is a statutory body, constituted under the PEC Act 1976 (V of 1976) amended upto 24th January 2011, to regulate the engineering profession in the country such that it shall function as key driving force for achieving rapid and sustainable growth in all national, economic and social fields.

Pakistan Bar Council (PBC)
The Pakistan Bar Council is the highest elected body of lawyers in Pakistan eestablished by the Parliament in 1973 under the Legal Practitioners and Bar Councils Act. The Attorney-General for Pakistan is its ex-officio Chairman. The Members of the Pakistan Bar Council are elected on the basis of a single transferable vote by Members of the Provincial Bar Councils. The Pakistan Bar Council exercises general control and supervision over the Provincial Bar Councils and regulates the entry of lawyers into the legal profession.

National Agriculture Education Accreditation Council (NAEAC)
The National Agriculture Education Accreditation Council (NAEAC) was established by the Higher Education Commission, Govt. of Pakistan in 2008 to implement a comprehensive program of accreditation of agriculture education degree programs based on policies, procedures, and criteria set up by HEC to assure high quality and standards of education. The Council is responsible to publish a list of ranking of agriculture qualifications/programs and promote intellectual development and understanding of subject areas that impact accreditation activities in the agriculture profession. Besides, the NAEAC is mandated to provide guidance for the improvement of the existing educational programs and the development of future programs leading to the agriculture profession.

National Accreditation Council for Teacher Education (NACTE)
NACTE was established at HEC in 2008. It looks after the matter regarding the accreditation of institutions and their departments, faculties and disciplines by awarding appropriate ratings and define the organization's objectives, functions and duties to be performed. It periodically evaluates, scrutinizes and monitors the standards followed in different Universities/Degree Awarding Institutions and their affiliated colleges where any teacher education degree programs are offered.

d) Ph.D. / MS / M.Phil & Equivalent Programs Review

M.Phil. / MS/equivalent & PhD Review Program are implemented through a Committee of quality experts from Quality Assurance Agency of Higher Education Commission, Pakistan in order to assure the compliance of HEC’s minimum criteria/guidelines for PhD & MS/M.Phil. Level programs.The Quality Assurance Agency (QAA) of HEC is facilitating HEIs across the country to improve state of higher education provision through external as well as internal quality assurance mechanisms. M.Phil./MS/equivalent & PhD Review Program is one of the key such initiatives.

e) Institutional Performance Evaluation

The Higher Education Commission anticipates that Higher Education Institutions will work towards achieving excellence through continuous improvements in their quality and effectiveness. In the regard HEC has taken a significant initiative performance based institutional recognition and started up with primary step of outlining the Performance Evaluation Standards for the HEIs to be used for the purpose.
The Institutional Performance Evaluation (IPE) comes under purview of the HEC whereas this process is informed by the results of IQA practice done by the HEIs through the adoption of the University Quality Standards and Assessment Model. The result of University Quality Standards and Assessment Model thus corresponds to the process of Performance Evaluation Standards.
