The University of the Punjab (PU), Lahore invites Expression of Interest (EOI) from qualified, technically competent and financially sound firms / companies to provide Solid Waste Management Services on its campus, under the e-procurement (e-PADS) system.

Currently, the Quaid-e-Azam Campus, PU produces solid waste of approximately 40 tons per day from 60 collection points. The scope of this EOI required interested firms to collect, transport and dispose of solid waste from Quaid-e-Azam Campus, University of the Punjab. As part of the proposed solution, the University may allocate a portion of land (2 to 3 acres) for the establishment of a solid waste transfer or management station. The duration of the contract shall be initially for three years and extendable upto two years upon successful performance report. After the completion of the contract, the university may readvertise the tender.

Interested applicants must provide clear documentary proof of:

i.

Registration / legal status (incorporation, business registration).

ii.

Valid NTN / Income Tax registration and Sales Tax registration certificates.

iii.

Prior relevant experience: solid waste management / compositing / waste treatment, especially at scale. A minimum five (05) years’ experience in solid waste management, compositing, or waste treatment. Evidence of at least two (02) projects of comparable scale (e.g. handling 20 plus tons per day) must be provided).

iv.

Financial capacity: Audited financial statements for last 3 years showing a minimum average annual turnover in PKR has to be provided.

v.

Technical capacity: Details of available equipment, qualified manpower and the proposed technology solutions have to be provided.

vi.

Non-blacklisting: declaration / affidavit that the firm is not blacklisted by any government agency under PPRA or otherwise.

vii.

Conflict of interest disclosure: A signed declaration of absence of conflict of interest.

The Submission & Process Detail includes that all EOIs must be submitted online through the University’s designated e-procurement portal (e-PADS system) and also submit a physical / hard copy on or before the last date of submission of deadline.
