1. Introduction |
The University of the Punjab, a leading public-sector higher education institution in Pakistan, serves about 50,000 students and
over 4,000 staff members. Additionally, the University attracts numerous local and foreign visitors daily. In line with its commitment
to student development and enhancing the University’s facilities, the University plans to establish a well-structured, state-of-the-art
cafeteria. This facility will not only provide dining services for its students and staff but also a meeting place for visitors and conferences.
The University invites sealed Expressions of Interest (EOI) from reputed individuals/firms for the planning, design, construction, and
operation of a state-of-the-art Cafeteria at its Quaid-e-Azam campus in Lahore. The project will be on a Built-Operate-Transfer (BOT)
basis. The initial contract will be for ten years, which will be extendable on mutual consent for up to five years. |
2. Scope of Work |
The scope includes, but is not limited to: |

The Cafeteria will cater for the needs of about female 30000 students and about 4000 staff members. |
|
2. |
Should pay a monthly rental, and utility charges to the University. |
|
3. |
Offering a hygienic, diverse, and affordable food menu catering to the needs of students, staff, and visitors. |
|
4. |
Master planning and architectural design of the building/infrastructure. |
|
5. |
Construction of building infrastructure as per national/international building codes. |
|
6. |
Implementation of modern, smart, and sustainable facilities. |
|
7. |
Provision and installation of essential utilities (HVAC, electrical, IT infrastructure, etc.). |
|
8. |
Timely completion and coordination with university and relevant authorities. |
|
9. |
Approx. 3 Kanal land will be provided by University on which 5000-10000 sq. feet of Cafeteria will be constructed
(Subject to Change according to requirements). |
3. Eligibility Criteria |
Interested individuals/firms must: |

1. |
Be registered with the Federal Board of Revenue (FBR) and possess valid NTN & GST numbers. |
|
2. |
Have a proven track record with at least 03 years of relevant experience in university, research, or any other well reputed
organization. |

3. |
Preferably have completed at least one similar project, within the last five (05) years. |
|
4. |
Demonstrate sound financial health supported by documentary evidence. |
|
5. |
Not be blacklisted by any government or semi-government agency. |
4. Submission Requirements |

Letter of Interest on letterhead. |

Profile including history, structure, and core competencies. |
|
3. |
List of similar completed and ongoing projects. |
|
4. |
Details of technical and managerial staff. |
|
5. |
Copies of registration of NTN/GST, SECP (if applicable). |
|
6. |
Documentary evidence of financial soundness. |
|
7. |
Any additional documents supporting the capacity and credibility. |
5. Submission Guidelines |

Punjab” |

3. |
EOI’s will be opened in front of individuals/firms on the same date at 11:30 AM. |

4. |
The EOI must be valid for 120 days from the date of submission. |

6. Evaluation & Shortlisting |
EOIs will be evaluated based on experience, technical capability, and financial strength. Only eligible individuals/firms will be
invited for detailed discussions, site inspections, and will receive a Request for Proposals (RFP) based on the discussions conducted.
Selected parties may also propose business models that align with their preferences. |
